Default Vents in rear

Can anyone tell me how the vents in the rear deck are supposed to function? Mine allows water inside whenever I wash the car, or it rains. There is a vaccuum line that runs to it, not sure how it works- on the driver side. Then in the center, looks as if something has been removed, as there is four holes drilled, with what looks like a square shaped object missing. Anyone have any pics of how this setup looks. Any diagrams how it works?

The rubber drains get rotten and then leak. Only factory non-A/C cars have functional vents.
