Default Head lamps

I have been messing with my headlamps all day, and am about ready to put my fist through my hood (which of course you have to take off just to install the actuators....) If anyone has a pretty firm grasp on all the relay valve, check valve, actuator nonsense stuff, if you would message me or even possibly let me call you that would be fantastic.

My problem is that my headlights will go up, and they lock and everything, but they wont go back down. I think it is my relay valves are not transferring the full vacuum from the resecoir tank in order to pull them down. I hooked up the red hose straight from the tank to the actuator and it pulled the head lamp down. So it looks pretty clear to me that the relay valve is the problem, but i was just looking for a second opinion.
Thanks
Karl

Karl, go to this site, then click on vacuum trouble. Enlarge the diagram, and make sure all the hoses are plugged in correctly. I printed out the diagram and troubleshooting guide to have with me at the car. http://www.corvette-101.com/
If everything looks to be in order then it may be a relay problem. Before I rebuilt my relays my lights were slow up AND slow down. It's best to get the vacuum pump and troubleshoot the whole system. If you need to.... send me an instant message and we can get together and figure it out. I've got the pump and have done the relay rebuild job if you decide not to buy new ones.
I'm in Ellis county.
Oh, BTW, I found that vette salvage yard in Waco
