Question about bumper cover retainers?

Question about bumper cover retainers?
Does anybody know how to use the retainers that are individual pieces (17)
for front bumper cover (76) do they attach to the inside of the cover? or to the vehicle body? I have tried using silicon to attach to inside of cover to no avail. There is no room to hold them in place with hands. Help!
