Probably first thing to change is the whole cable. Its a cheap part ~$30 or so. I just changed my speedo cable to fix the same thing and it worked like a charm. Most likely cause..

You could first try and put some grease on it. I think mid america sells a nice attachment that makes greasing tach and speedo cables easy.
