I have read some threads here about folks having problems with their headlamps opening. My problem is just the opposite. Both pop up just fine, but when I go to close them, the right headlamp closes immediately, but the left lamp takes awhile. Sometimes I give up, shut the car down and the headlamp will close after driving it awhile the next day.
If the headlight stays up, yo ucan close it by hand. Just push in on the 'knee'
of the connecting linkage. Once it starts closing, just push down on the cover.
Could be a leaky hose, too.

Ayuh, could also be a hose, but if it only happens on one side and only when going down, then that narrows it down to one hose. It'd be the one going from the vacuum relay on that side to the back side of the the actuator.
Don't forget about the actuator seal. One relay valve could also be bad. switch then and see if the same headlight stays up. If the other light stays up it is a bad relay. If the same light stays up, the seal in the actuator is shot.

seems like an actuator seal would cause trouble going both up and down though
