Yes, but I don't guarantee the safety of the cleaning process. First remove the seat belts from the car. Get a couple of long 2x4 boards and stretch the seat belts out tight over the boards. Take the seat belts to a do-it-yourself car wash. Bring a brush, some orange cleaner and aluminum foil. Clean boths side with the brush and orange cleaner. Cover the mechanical parts with aluminum foil and then blast the webbing with the spray wash (front and back). Be careful not to blow away any labels. Keep them stretched out until they dry. They will look fairly new.

They look much better!
I could not find Okayclean but I used a bucket and soaked the seatbelts overnight in a solution of water and "Orange Blast". Orange Blast is a general cleaner sold at Pep Boys.
It worked great! They are not 100% but nearly that good.
