those look like stick-on wheel weights. Bubba must've used them to offset the weight of the driver with no passenger in the car to fine tune weight distribution.

That looks to be a strip of glue on lead weights for wheels to balance them. It should have a 2 sided tape strip on the back, or may have at one time.
Some use glue on weights on the inside of the wheel instead of the clip on weights which mar the finish of the rim portion.
EDIT: hmmm -- someone answered as I was typing.....
The metal bar is lead, divided into 1/4 oz. segments. It may also have a sticky back. They (some tire shops) use them for stick on tire weight. I have seen them in hobby shops also.
