When I installed the passenger 95 Firebird seat belt through the back of the seat I had to install the belt with the seat in the car. I didn't bolt the seat down until after I bolted the belt in.

Its been a while but I definetly remember pulling the shoulder harness through the seat. I think you need to remove the small cover (2 screws) where the belt enters the back of the seat. Removing the cover allows more flexiblilty in pulling/pushing the belt through.
