My 74's wipers will only go on when the button is pushed in to activate the washer fluid. It doesn't matter if the switch is off, low or hi. Any suggestions as to why that would be. I probably need a new one anyway because one of the ports for fluid was broken off by a previous owner.

You've probably got a broken center gauge bezel. The wiper switch is grounded through the bezel. When you press the switch you are grounding it to activate the washer, therefore activating the wipers as well.
Run a separate ground wire from where the wiper switch mounts to the bezel, and ground it down below the center gauges at the console mount. It will fix your problem. My '69 was doing the same thing when I bought it and a new ground wire fixed it.
Just adding to this thread ... same thing with my 70. I bought a new switch and ran a ground as suggested above but still the same, only works when button is pushed. My next step is changing the relay. Any other thoughts or ideas will be much appreciated.
