Yes it's normal. Precision fit of the front grills was not a priority at the time. I got my Dremmel tool and elongated the holes in the grills and brackets. Also had to bend the brackets a bit with vice grips which resulted in most of the the front end stuff looking like it should. I have seen a lot of C3's with the exact same symptoms.
