My radiator support has some rust at its base, which created a hair-line split. Otherwise, its not bad. My question is, can it be welded or soldered at the split, and be strong and look good? Its over $200 for a new one.

I have done many repairs that involved cutting out corroded metal and replacing it with new metal. In fact, I usually replace it with galvanized material in an attempt to prevent corrosion from reoccuring. I MIG weld the pieces in to prevent distortion of the original metal pieces. If you take your time, you could do a good repair at home using a small and inexpensive MIG and some basic hand tools.
The core support on all cars is usually the first to go on most cars. Unfortunately, they are not that easy to replace on the vettes.
