I don't think that at all. I think the owner/dealer of the car in question would be foolish to let it go for less than mid-$20s...no matter where it is, and it would take some haggling to get them that low.
In my limited time on this board as a C3 owner, I've noticed several things. 1) people always claim to get great deals on a car "that looks just like that one". Well, without seeing the cars up close, there is no way you can say one car is identical to another...not when we're talking about a 30+ yr old specimen here. 2) These guys who get these great deals, spout off how well the car drives, and then they take it to the track or dyno and find out they have WAY overinflated their estimations of just how well the car performs. :lol: It happens to the best of us, but my point is that lots of these "deals" out there end up being cars that perform like poopie, and have lots of hidden costs.
Someone who says this car is only worth $8-10k is smoking something and their judgement is clouded. Just b/c you might not pay what the car is really worth, doesn't make it worth any less. :)

Of course that assumes an original engine. Since this one has a "CE" replacement block the value would be down a bit but sounds from your description that your price is in the ballpark :)

When I bought my '69 Z-28 a few years ago he said, "Man you paid way too much for that. I'm lookin' at buying a Camaro just like that from a guy I know at work." He finally bought the car. It turned out to be a plain Jane '71 Camaro that had been given the Mr. Gasket "everything under the hood" chrome treatment and was a rotted out POS besides. After spending as much as I spent on my car restoring his, he still just had a '71 POS Camaro. It was just sans rust holes and faded paint. He's still "Mr. Insidetrack" 20 years later.
Moral of the story is: Go with your gut and don't believe the UFO stories.
Looks like you got a well documented '69 L-71 in very nice condition. L-71's don't grow on trees and it looks like it was priced about with the market.
