1980 Parking Brake Experts - HELP!
I have installed new pads, cables and hardware. Adjusted the pads until I cannot turn wheels, BUT still fail to stop/slow down when tested at slow speed in Neutral. The cable is adjusted all the way and seems really easy to pull back with handle. Am I just not tightening the shoes enough or have I hosed something else up ??

Are the pads engaging when you pull the handle?
If you have the rear tires off the ground and the e-brake shoes adjusted so the tire will spin, do the shoes engage when the handle is pulled?
If not, sounds like something is not hooked up correctly.
These brakes CAN work. It took quite a bit of adjustment, but mine hold great.
