Hello. Asking a question for a friend. A 1981 has a computer to control the carb, etc. Correct? If so, can it be disabled? Therefore using a "normal" carb and manual engine tuning? How would this be done?
Why? It should run pretty well with the ECM and current setup. Unless you start modifying the engine etc, not much will be gained. Let alone the changes may make it unable to pass the emission tests.
If you're going to completely remove the computer you will also want to wire in a manual switch for your torque converter if your friend is running an automatic and still has the TH350-C. Honestly, I am not sure if I am going to remove my computer or not, it's so simplistic that it can handle some engine modifications, however, if you start feeding it extreme inputs(radical cams, relocated non-heated oxygen sensor, EGR changes, etc.) I'm not sure how it will react. I'll find out soon enough.

Basically he wants to make some performance modifications. The rochester "quadra-bog" is not the ideal carb for this! Sticking with a computer controlled carb is much more expensive I believe. He is hoping to put a mild cam, headers, a nice intake, and maybe some decent heads also.
