Fuel Sending Unit
It has a variable resistor inside it, when full it resists with 90 Ohms. When empty it should read 0 Ohms. (fully grounded, dead short, whatever you want to call it it's no measurable resistance) If your gauge does move when you disconnect the lead at the sender then either the float is stuck, the resistor is broken, or the connector is shorting on the side of the tank. If you have a multimeter ruling out the last option is as simple as touching one lead to the connector and another to a bare metal spot on the tank and measuring the resistance.
I'm afraid I'm not familiar with your sender setup with regards to removing the sender though. My '75 has a goofy setup compared to most other C3s.
