75 Heater control valve ??

75 Heater control valve ??
I don't have a vacuum print on the 75 Heater(no A/C) system. My question is how does the heat control valve work- vacuum when the roller dial is in the heat setting or cool. I would thinking in the heat setting for collant to flow int o the heater core. I should have engine vacuum at the line? I have no hot air in heat or defost with the line connected,hot air with the line off but no vacuum in either hot or cool dial setting?

Coolant valve defaults to open position. Vacuum should be present on that line when **** is in cool position.
