The wipers had been hinky for some time, sometimes working fine, sometimes not. Last time I drove, they stuck in the up position. Any tips on shortening this ordeal? (I may have to wait on parts, as the budget is not what it used to be, but I want to fix this properly.)

Not sure which but be careful as when the wiper are not in the park position, there is still current flowing to the motor and it will discharge your battery. :eek:

Is the override switch on that causes the wipers to freeze in the position they are in?? I had some issues at first figuring out how the system worked, and what that **** under the dash between the two vacuum overrides does. It could also be the motor is locked up. I have had to grease the inside of my wiper motor a few times. Did you try tugging on the wipers to see that might undo the freeze?

you have verified the fuse is good? If someone turns them on ,do they make an attempt to move? you could try disconnecting the motor from the linkage and then see if the arms move or the motor runs.
You can try running 12 volts straight to the power peg on the motor, if it runs, check the switch.
