On my 73 the bolt is to the inside. After I take the nut off, there is only about a half inch to push until it hits the storage compartment side. I have the bottom off.
What am I missing here? Maybe I need "Changing Shocks for Dummies".

That does sound like a problem. I wonder if the body has ever been off on your car. Anyway, you may have to take a sawzall/hacksaw to the bolt and remove it that way. When you put it together make sure the nut goes back to the inside.
Did this car have a frame off restoration at one time? If the bolt is hitting the inner well then the only way it could have been assembled is when the body was off.
The normal way is bolt from the outside and the nut on the inside.
If you ever need a good cutter use a 4 1/2 inch grinder with a 4 1/2 inch cut off blade. These blades are pricy but do they ever cut, I grind with them also but they are NOT recommended for this. Anyway if the bolt will not come out and you are sure it never will it can be cut with the grinder/ blade, I remove the guard and it fits in tight spots and will cut the bolt very easily.
They are probably special. Alot of shank and only a little thread on the end but you can supstitue any 1/2 inch bolt. I would go 1/2 fine and take a longer bolt with lots of shank and cut most of the thread off. YOu just want the shock to ride on as little thread as possible but even if you take any 1/2 inch bolt long enough it will work fine.
NO high grade bolt required.
