When lights are turned on RT. pops open fine and the Lt. opens about a minute later and slow. Does anyone have a diagram of how the headlight vacuum system works? Check hoses, they look fine, replaced rusted pins and springs. Just trying to troubleshoot with vacuum pump.

Sounds like the seal and/or boot in your left actuator could be bad. Obviously you're getting some vacuum to the lights or they wouldn't open. Possibly the left relay is leaking. Sounds like your approaching it right by checking your vacuum lines. I would tend to guess that the seal/boot has a small rip and is leaking by. Replacement parts are available and from what I've read, not to difficult to do. Good luck.

Check out this guys troubleshooting page. He has a bunch of good troubleshooting sections on the actuators and relays. I have a relay I think is gonna be a problem for me. My right side headlight is slower on coming up. Just haven't gotten around to fixing it.

It sounds like you need a new seal in the canistor. To do this job yourself remove your grille to gain access to the canistor. Remove the four springs and the cotter pin and washer. Slide out the mounting pin, the plastic bushings will also pop out.
The canistor is bolted to the bracket by 4 nuts. Spray the nuts to break them loose. Becarefull not to break them off. On the lower studs there are two mounting brackets, loosen them where they mount to the bumper it will make it easier to remove the canistor.
On the bottom is a hose remove it. Now open the hood and remove the top hose on the canistor. Now you may need to have a helper and remove the hood support bracket from the hood. Have your helper hold the hood open as far as it will go. Now pull the can out of the bracket it will be a tight fit and becarefull not to rub your hood.
With the canistor on your work bench remove the eye outlet on the end of the rod. Mark where the threads are so when you reinstall the eye it is in the same spot. Now take a very thin small flat blade screwdriver and carefully pry the three tabs on the lock ring up. Remove the ring and take the seal out of the canistor. You will find that it has a small tear in it.
Install the new seal on the rod, when the seal is seated in the lip make sure the rod end is in the groove on the rod. Install the lock ring and bend the tabs back and reinstall back in the car in the reverse order.
The seals are available from any Corvette parts supplier and are about $15.00 vs $100 for the canistor.
I did this job last week. Used a vacuum pump to verify actuator would hold vacuum. Opted to replace accuator. Didn't find a need to remove grill on my '74. :chevy
