It is an adjustable needle that caused a quiet buzzing if you exceeded the setting. Kinda like an alarm clock...

The Speed Warning system was used by yours trully as a N2O delay switch in his "street race" 69 Camaro. I wired the soleniod relay feed from the "buzzer" of the Speed Warning system for a delay to allow me to get traction befor the 10,000 RPM N2O system hit (now at 45 years old, I can tell all!)
