Smog system?
To answer your question, yes your 1971 LT-1 (in fact all LT-1s built between 1970-1972) were equipped with the Air Injection Reactor system... Better known as the "smog pump".
The system itself consisted of the previously mentioned pump, a diverter valve, two high temperature hoses running from the diverter valve to a set of check valves, and a pair of manifold "trees" that were installed on the exhaust manifolds as well as connected to the check valves. Also included, but not visible are eight manifold tubes which are installed in threaded holes in the exhaust manifolds and secured by the manifold trees when installed
The belt for the LT-1 A.I.R. setup ran from a pulley on the pump to another pulley installed on the water pump. This was a seperate pulley that was installed in front of the standard small block two groove pulley. Since it is only used to run the belt for the A.I.R. pump, it is quite possible that a previous owner removed it.
The pulley is readily available in the used parts market should you decide to reinstall the A.I.R. system.
