Window Washer/Wiper problem

350 W/Edlebroch Performer Carb
I am having trouble getting the washer motor to work properly. It runs when you flip the switch, but it only runs at 2 speeds – stop and slow. The motor has been replaced as well as the switch, but the problem still persists. The washer only comes on when the motor is not running. If I push the washer button while the motor is running, it speeds the motor up and that is all. At times there is a gray smoke that comes from the motor area. I can not find any wires that are touching there though. Could there be a crossed wire somewhere else causing this?

2. Usually (although I'm not sure in 82) the high speed is controlled by a dedicated wire. On early sharks this wire comes from the horn relay and is thick orange. It has a fusable link or fuse holder near the relay.
