Default '79 Electrical Problems

Flashers, high beams, turning sigs and wipers are inop. Headlights work but go black when I switch to high beams. Horn, radio, brake, back-up, dome etc all work. Thereis a noise from under the dash when I try the wipers.

Appreciate any help.

WoW, sounds like several problems actually. Each problem is more or less unrelated. You will need to describe each symptom a little better for proper diagnosis. Start by checking the HL bulbs, dimmer or switch. Check all bulbs in the signal system. Check the ground on the wiper motor.
