When I talked to Holley, they said take the vacume at idle and basically cut it in half. 9" for me as well so 4.5 power valve. If the power valve is to high of a number at idle it will open and allow to much fuel at idle.
Bserry, FI more complicated??? Maybe the installation, but then you get to tell it exactly how much fuel and when. Much easier to tune IMHO.
look closely at the rubber to see if there is a cut or hole. You can suck on the flat side and see if it pulls the other side in (compresses the spring) if it dose it is good. You may want to clean it off first it wont taste to good. :U
if you are idling off of the I.T.S. then the PV will cause you a rich idle problem. the idle mixture is what controlled by the I.F.R when the carb is set up correct. :chevy
P.V dose nothing at idle?  . Go to a local speed shop and buy the holly book It will tell you everything you need to know. 99% of the time if the motor makes vac at wide open throttle its because it is a small carb on a larger motor.. What I posted earlier is right out of the book.
put your finger over the front bowl vent,if the engine stalls right away the PV is bad and forcing fuel into the PV vacuum passage and flooding the engine. if it takes several seconds to stall the engine because excess fuel is being forced out the boster nozzles the PV is OK :chevy
I went to a local motorsports store in Memphis (Lucky's Motorsports) and he recommended a 4.5
When I put it in, there was a 3.5! Dang...how can you tell if a valve is bad or not?
