What chemical/chemicals are used in the rust removal submersion dip process (like when they dip a car frame)? Can they purchased from Eastwood, etc?

IMO - Phosphoric acid does the nicest job for steel.
It will not eat through paint.

It will eat the rust until it is easily brushed away.
Then, it will coat the steel surface by forming an iron phosphate coating.
It is water soluable, rinses clean, and is "biodegradable".

Metal Ready from POR15 - this is phosphoric acid with Zinc.
I have found a cheaper product at Home Depot (Must for Rust).
I treated the outside of my whole frame with it.
I sprayed it on and then wrapped the wet chassi with plastic stretch wrap
to allow it to work without drying up.

Small parts come out great by letting them soak overnight in a plastic container.

Here is a link to a comparison of "household" rust treatments:

I got mine dipped in a Phosphoric acid based system.

Alot of places use Muriatic acid which supposedly embrittles welds.
