Pull the small vacuum line that runs to the actuator valve. With vacuum in the reserve tank (or with the engine running) you should not have any vacuum on that operating system vacuum line with the headlights on or the manual override pulled. With the headlights off and the override closed, the line should have vacuum. If that works as advertised, you have to troubleshoot the actuator valve and the vacuum motor on the headlights. This could be caused by a failure of the rod seal in the headlight vacuum motors but both wouldn't likely go out at the same time. So this pretty much leaves the actuator valves since one can affect the other. I suspect that a vacuum hose came off one of the valves. Do not spend any money on anything until you troubleshoot the simple stuff.
