Default question on bake lights switch

My brake lights and backupi lights are not working.
If I pull the connector off the switch by the pedal I and ground the orange and white wires (separately) I get current in both wires whether or not the switch is depressed. I thought the white wire only has voltage when the pedal is pushed. Any ideas what the problem is?

Instead of checking for current in the wires, check the continuity between the two terminals on the brake sw itself. There should be none when the switch is depressed.

Also, the backup lights are on a different switch. It is located under the car on the transmission end of the reverse linkage rod from the shifter.
