nope and I have never heard of the company that makes it either, Better make sure that it does not take only proprietary pads and sanding discs, I have seen some companies pull that crap where you get an AWESOME deal on the tool but you HAVE to buy their pads or sanding discs or it won't fit correctly, and of course they charge more than any other company for their discs/pads.
BUT if it is not a proprietary thing than that looks like one KILLER deal, even if the thing only lasts a few years.

BTW I would buy THIS one instead of the one you have shown it is a nicer unit and still cheap as hell , plus it appears to take any 7" pad you want to throw on it, I am pointing Detailing dude to this thread to give you more info.

I've not tried out that one but the stats on it are quite impressive. I'll see if I can get one sent to me so I can try it out. I'll let you know what I find out.

You get what you pay for! Dewalt Buffmaster (DW849) is the ONLY way to go!! You can find them new for around $185 and Used or Reconditioned for less.

I've got that one to. It's also dark blue and with the 3 point pounts I can fit it into my vise and use it as a bench grinder. Serious torque, used it on my old 77 rims/ t-top moldings with amazing results. You'll also need to pick-up some rouge if you want to use it as a buffer.

I have received an email from the company and they're sending out a buffer for me to try out. I'll try it out and let you guys know what I think of it.
My experience with Harbor Freight power tools is that they are OK for ocasional use but if pushed too hard will burn out. I now have a Makita and I can honestly say it is the nicest buffer that I've used. You can start extremely slow with the soft start and build up speed gradually. The machine keeps a constant speed reegardless of the load and has good balance. It's just one nice piece of machinery. I haven't had any experience with the DeWalt but given their reputation I don't think you could go wrong there either. I do believe however that the Makita can be brought down to a slower speed which comes in handy at times. Search the web and you might come up with a better price. Good luck.
