Since I bought my car the air conditioning or heater hasn't worked. The man I bought the car from said all it needed was charging the system. The blower however does not work for air or heat so is this really one of the problems I have? Nothing happens when I turn the fan on High. Could someone please point me in the right direction as to what I need to check out first.

First on the fan check the fuse, then the switch. The A/C system is a whole problem on it's own, has it been left open to the enviroment? a lot of damage to the system can occured if this has been done, if not you could get lucky and just need a charge, but I rank that up there with hitting the loto.

You've got three systems to look at that can go wrong, one of which is the blower as described above. The second is A/C recharging and the third is the A/C heat controls. This is separate from the blower and operates by engine vacuum and is the slide levers that open and close the plenum doors. If this works...you can hear the doors open and close and some hissing.
Even in the off position, air is constantly being blown so check to see if any air is moving I would also suggest if you plan to diagnose on your own...get the 78 Passenger shop manual.
If the fan blows on low only I would check the resistor that is on the engine firewall on the passenger side which is on the top of the housing where the evaporator core is located. If that is o.k. I would check that the connector is attached to the selector on the console. The fan will run only in low if the selector is in the off position. Hope this helps
