I think it might be a BB fan/clutch. Numbers 3931002 913894K67
The black paint started coming off pretty easy. I use some degreaser and a hose and the paint started coming off.

It's a big block fan & clutch, but not for a Corvette. This is what Joe Lucia (heap big Corvette parts authority) says about that fan on the NCRS site:
"The GM #3931002 fan blade assembly was never used on a Corvette. It is a 7 blade fan originally used on 1968 full size Chevrolet passenger cars with air conditioning and 396 or 427 engines. It was also used on some full size Buicks and Cadillacs of the period. GM #3931002 was discontinued from SERVICE in October, 1986."

Norm, you should see what damage I can do with vegetation killer or a belt sander. 
If/when I put it on Ebay, I'll clean it up and market it for what I know it is. A 3931002 7 blade chevy fan/clutch. Let it run and see what happens.
I did see repro's in a muscle car catalog though. Fan alone going for $89.

Now how can this be? On each blade of the fan above is stamped the number 3931002 and it's clearly a 7 blade fan. At a muscle car site, they list the 3931002 fan as being a 5 blade fan? What gives.

Just put it on ebay and start it at $9.99 or something close with no reserve. It'll probably get bid up and if it doesnt, its not worth much. Make sure you say that your pretty sure its not for a vette. Being brutally honest is always the key on ebay.
