If it is making a popping sound, it sounds like the window regulator might be bad. The part that has the wound up spring.

That's a cover for a PW motor. Remove motor, check & check the large gear for broken teeth. The large gear aftermarket replacements are stronger. Also check for broken PW motor mount while checking.

Could that cover be my problem cause it looks like there's some movement at the motor, some one just been in there looks like regulator is new they must of forgot to replace the cover and just put it in the door along with what looks like a lawn mower fuel filter ,also can you just change the teeth or the whole regulator?

The cover off a PW motor could cause a problem by not keeping the gears in alaignment. If there is a new regulator, then the large gear & bracket should be good. A replacement for the bracket that breaks is sold by the Vette parts venders. Symptons are a rattle when closing door & door panel flexing when first operating the PW motor.
If the large gear is bad, replacement of the whole gear is best. Note that the regulator spring is stiff so you need to be carefull & watch out for your fingers.
