Might be a stuck valve. BTW, if you think that you've got a little rust hanging you up, try tranny fluid instead of WD. Works wonders on rust. My uncle is into old tractors and shared this secret with me.
engine has not been started in 8 years.
I have manually rotated it periodically until about 4 years ago.
I pulled all the plugs and sprayed WD40 into the block and can turn the engine 1/2 turn with the cam pulley (driving the crank pulley).
After 1/2 turn the crank stops rotating and I can only move the cam pulley, with the belts slipping.
Anyone have ideas on what is holding things up? and recommendations on turning the engine over. BTW car is in neutral.
Do you mean water pump? If you are using the cam to move the crank then you should not have any belts on since the water pump would be removed to get to it.
But I swear I can't get at the crank bolt...I took off the pully, looked down there with a mirror and a light...and I don't see any crank bolt. Is it possible to operate the engine without one? I had this motor running when I was 16, the electrical gremlins broke two years later...and I took an 8 year exodus. This is weird.
It is possible that the bolt is missing. I've seen a number of SB engines with no bolt that ran fine. You could certainly add/replace it. Follow all the above advice and just go back and forth 'till it's free. At that point change the oil, crank it over for a bit with the plugs out (builds oil pressure), check for fuel leaks and then fire it up. Good luck.

If the crank bolt is not there it should be before you start it up, you can get one at any parts store, a balancer coming off when you have your head in there timing the engine is not a pretty sight

IF you took the pulley off then there is no bolt, the bolt goes on after the pulley.

Yeah that's what my assembly manual shows. In fact there were only two of the three bolts holding the pulley on. I'm gonna go buy that mystery oil now. I got sidetracked by my blast cabinet that just arrived.
You can get a crank turner that uses the 3 pulley bolts and has a space to accomadate the crank bolt, it can be turned with a 1" socket a 1/2" drive socket that will insert directly into it. I have used the crank bolt in the past but have also stripped it.
