Default Setting choke (Eldebrock)

I replaced the choke on my 1406 Eldebrock. The carb book just shows it's installation doen't mention setting it. I imagine looseining the 3 torque set screws and just turning the choke housing clockwise raises RPM correct. The little object inside the choke, rests on the choke spring and as i turn clockwise I see it opening the primaries slowely. I ran the POS(+) to the inlet side of the ceramic ballast (starter 12V) and the negative to the right front carb bolt. My elec. tester shows 12.06V when the key is on ACC. But I question using an aluminum surface (the intake) as a ground. When I remove the ground wire I get 26mV and reconnect the ground wire I again get 12.06V so the ground must be working.

Am I right on the choke?

Turning the choke housing changes how quickly the choke will open. It is not used for adjusting the fast idle speed. There should be small screw by the choke's fast idle cam. that you adjust to set the fast idle speed.

Strange... you shouldn't need a ground wire for your choke as your entire engine should already be at ground potential.
