Default Bumper retaining bracket removal

Is there a easy way to remove the left side bumper retaining bracket on a '81 vette? I already drilled out and removed the rivets and it seams the plate that is attached to the fender is still holding it in.
Any ideas or suggestions before I give up and bubbatize it?

maybe a pic will make it more clear. the bracket is above the white lip. the brace that prevents it from being removed is the one to the brace.

I'm not sure on the 81 - but the bumper retainers on my 75
were simply held in place by the studs going through it - and
the nuts. Once all the studs were loose, the piece pulled right
out. Looks like you have a snapped stud and are trying to
replace it ? Do you have the new one to examine and see if
there might be more attachments ? Sometimes these parts tie
into the bumper support structure, too. maybe a bonding
adhesive was used - and you'll need to use a knife/chisel to
pop it off.

That's all I can think of.
