Need help with fender bonding strip!!!

Default Need help with fender bonding strip!!!

I noticed when I was putting the heads on my car the drivers side fender would flex a bit when I leaned against it. When I started investigating it I found that there was a gap between the driver's side fender and bulkhead where the bonding strip had turned loose. I took these pictures from under the car looking up at the bonding strip right behind the windshield washer tank. www.angelfire.com/al/swhite7/temp.html
It is large enough to stick a screwdriver completely through the gap! How should I fix this area? I'm afraid if I try to compress it back down I will induce stress and it will just turn loose again. Should I just get in there and scrub it clean and rebond it where it is now? If so what should I use to bond the fender back to the bulkhead? Any advice would be appreciated.

I got a little of that going on under the 1" strip that goes across the engine compartment near the wiper arms.
