hi on the blower resister..can any 12 volt resister [3 speed] work on any 12 volt motor..also if high is 12 volts,what volts are low/med.....

All of the blower resistor setups I've seen use coils of wire of different thicknesses to control the blower speed. The voltage is tapped off the junctions of the coils I believe to give the different voltage drops. I know that if a coil opens up you may lose more than one fan speed.
The best thing to do is measure the voltage drops to determine what resistors you need. You could probably lift a switch and resistor assembly out of the junkyard for almost nothing. A mid-80's Subaru would be appropriate. The resistor coils are located in the blower housing.
How about using a couple or three 12V computer fans? You can turn on one for low speed, 2 for medium, etc. If you need the hampster wheel type blower you might find some fans out of an old server machine cheap.
Run your 12 volt motor off a rheostat, then you can dial it in to whatever you want. Be careful of heat from the rheostat so it doesn't cause other problems.
