A friend has an 82 Cross Fire. I've tested the IAC (Intake Air Control)Motors and they are good and to be sure I also replaced them with a new set. The car runs good when warm but cold starts are a problem (it stumbles). The IAC Motors are not opening. I put a scan tool on the car and it is sending an IAC Signal (when it was warm it sent a signal of about 37 at start to holding at about 110).
Suggestions are where else to look (RPM Controller or ECM) to determine why the IAC's are not functioning?

ps: The coolant sensor and RPM Sensor are also sending correct signals.

Could it be something other than the IAC? I thought the IAC was Idle Air Control, meaning that the IAC only controls the air flow at idle to keep the engine from stalling. If its running rough off of idle, maybe it's timing or fuel delivery?? Does the throttle position sensor work correctly? Inectors clean?
What's the IAC pos when cold? Warm it should be around 20 or so, if it's at 37 it's running too low minimum air, the minimum air may be set too low and the idle can not be increased with the iacs anymore, check that first. Minimum air idle rpm in gear should be around 450 rpm with about 6" water on the center ports.
