I am installing a 79 vintage HEI in a small block. I know that I need to hook up a 12 volt source and a ground to the connector at the cap. My question is what to do with the three wire pig tail connector comming from the base of the distributor. I think this was a ECU hook-up? Do I need to jumper any of these wires?

Those three wires should plug into the cap of the distributor, right behind where the 12 Volt+ and the tach hooks up.
For 12V+ you want to hook up to the ignition circuit. It should be a line that has 12 volt + when the key is in the on / run position and while the engine is cranking.

Yep. HEI has the coil in the cap. The three wires from the distributor body (from the internal pickup) connect to the cap and into the coil. You only need to give it 12 V + to work, and hook up the tach if you want to see what's going on.
