Get a vacuum diagram from any of the catalogs and figure what is disconnected. There are relay valves near the actuators that work together with a vacuum signal to make the lights go up and down.

Fail safe mode is up, so you have a leak. Get the above mentioned diagram and start checking components. A search on here will bring numerous past threads, and here's a site to help you get started.
