It connects to a vacuum port on top of your intake manifold just in front of the distributor.It needs full vacuum to it.you should have a fitting coming out of your intake if not find a vacuum source coming off the carb.

Look behind your carb, the manifold should have a connection/vacuum port fitting for your trans modulator line right there, follow the metal line to the trans where the small rubber line connects to your trans modulator (if you have auto). Sometimes that rubber line gets dried out from heat and makes a poor connection/looses vacuum to the modulator, I wrapped mine in heat shielding...
