Default 69 grille bracket mounting question

My 69 SB coupe is in the final stages of having the front end repaired (replaced the valance, both bonding strips and repaint) and a question has come up regarding mounting of the grille brackets.

The car was involved in a front end collision before I bought it and the body shop that did the repairs was not familiar with corvette repair (obvious when I looked at it carefully) and did a number of silly things.

Anyway, in an attempt to allign the grilles, the guy moved the mounting brackets around in the nose until he got a reasonable fit, then he clipped off the tops of the brackets, used tie wraps to keep them in place, and bolted them into the lower valance. There were bolts protruding from the valance at each bracket position. Being suspicious that this did not look correct, I have looked at photos of other cars for guidence (no 68 to 72s locally to check out) and do not see bolts coming through the valance on any similar vehicles. Can anyone offer guidence? The shop has my assembly manual, and I brought up this issue this morning. After going through this process, I want them done right!

Thanks

Mark

The outer mounting brackets for the grills are mounted from the valance up ie you shoud see the heads of the bolts on the underside of the valance. The top of the brackets screw into the ends of the headlight housings.
