Default Power Steering Question

Hey guys,
I've got a 77, and have a question about the power steering. The bolt that attaches the pitman arm to the control valve, does it have an exact amount of torque that it needs? (with a torque wrench)

my Haynes repair manual for C3's says:

control valve ballstud to pitman arm nut - 45 ft/lb. torque.

There is one other consideration because of the cotter pin. The spec is 45 ft-lbs torque plus additional torque required to align the nut castellation with the cotter pin hole in the stud (not to exceed 60 ft-lbs). You need to continue torquing to align the nut - do not back off the nut to align things.
