So if you get pulled over for speeding they make you
pop your hood and check to see what may or may have not
have been removed from smog parts. If this is not so, Do what you
want, then come inspection time, put the factory parts on,

I Live in Northern Indiana and we do not have any smog regulations in Laporte County --- I took the existing 2 to 1 exhaust off my 81 and put true duals on ---- into Monza tips on the end ---It sounds good and not too harsh ! That was the last of project on the 81 --- I had already removed the smog pump, computor , computor controlled carb the intake ,and the computor controlled distibutor. She now runs great and no more issues. If I were you -- I would run duals --- unless the police really know Vettes ---I think they would miss that one !
run the duals, the cops don't care... and there's lots of shops that will pass your car for a minimal fee come inspection time.
hehe...that depends on the state, in good olde Maryland for instance, the state runs the emissions stations, with a private contractor paying miminum wage, thereby guaranteeing high turnover, so the buddy system is effectively cancelled that way,.....and it's a dyno run last I saw/heard.....but the state SAFETY inspection is only done when a car is transferred/titled....those are independant stations/mechanics...but they have to state licensed, and I knew a state trooper who's job it was to go around and follow up on the stations paperwork making sure it was correct to all the I's and T's....
so from THAT, I moved to Florida here, which in these sort of instances has great advantages.....they don't check Tschidt for anyting at all....
I dont think that the problem you are describing has to do with being illegal if you are pulled over by the cops. I think the problem with being illegal is when you have to have your car inspected.
In California we have to go to a smog inspection station every other year. If the catalytic converter is missing, then the car will fail a visual check and you cannot get it to smog test, which means you cannot renew your registration.
The law in California prohibits any shop from removing the catalytic converter on cars equipped with a catalytic converter. So if you are going to run true duals on your Vette I dont think that a shop can remove your converter. Maybe add another one on for the new pipe, but then that defeats the purpose of what you want to do.
A method around this is to remove the converter yourself, and install a replacement pipe. When you have to get your car smog inspected you would install the converter yourself.
The penalties for removing it when trying to sell the car, is that in California the seller is responsible for getting the car smogged prior to selling it. That way it protects the buyer from purchasing an "illegal" car, and ending up spending too much money to bring it back into compliance.

Glad i live in Louisiana.If horn honks,lights light and wipers wipe and you have proof of insurance you have it inspected.

Not only is the station licensed in MD but they have to use a bay certified by the state. The station I went to said they couldn't get my '69 with hooker pipes on the lift so they called the state trooper and asked if they could use the next bay over...he said NO! I had to go to another shop where a fat guy with the name BUBBA on his shirt jacked up one side and peeked under. I agree with mrvette, I'm moving to florida!
I had just bought the car and I was pulled over for no inspection/ no registration and then on top of that I had left my wallet with my dl and insurance at work (where I was going to get it inspected) and the title was an out of state unsigned one.
needless to say teh police were not happy at all. They thought the car was stolen at first. only thing that saved me was that the asked me something about the military and it turned out that the cop was prior navy too. let me off.
To make things worse, he followed me to the shop and I was having brake trouble. Stopped me maybe 1 mile from shop. I couldn't stop all the way at the next stop sign, had to run in with him behind me.

A year from now, 1/1/06, your car is 25 years old and eligable for historic (QQ) plates. That means no more inspections
In the meantime just keep a low profile. As someone elso pointed out if you've got gray hair and don't go too crazy the law probably won't even notice you.
BTW where in Manahawkin are you? My in-laws live there and I have a place in Forker River.
I'm from NJ and had true duals with flowmaster 40s on my '77 when it was my daily driver. I also kept the cats on. The DMV inspection station never failed me for having true duals on the car. I think it would be illegal if you ran true duals without the cats on it though. Put the true duals on, you'll love it.
