From what I found there are vacuum hoses everywhere. Engine vacuum, headlight vacuum, and other places.
Where are the vacuum hoses that you are asking about. In the general engine area near the carb, or some other place.
They run up the side of the engine compartment. They appear to be heading for the head lights but stop before the radiator and start by the master cylinder. There's a hand full of them.
Go to the vacuum trouble shooting link on the left and follow it. It sounds like your lines to your headlights are not connected. Do your headlights go up and down when you turn them on, if the car is running?

Eddie70's diagram appears to be from a 1973 up. I just ordered a complete hose kit from Corvette Central and they include a troubleshooting booklet. Unfortunately, the booklets diagrams are mislabeled. I know my early 69 has a coffee can shaped wiper door actuator, but they show this diagram as a late 69. My early 69 does not have the two vacuum switches attached to the front headlight crossmember that they indicate as being an early 69. Oh well, if you follow the logic, you can eventially figure it out.
