don't know ....and this is a guess .....but most resistors are used to reduce voltage, so i would guess you have a multiple speed fan...and one of the "switch settings" sends 12 v to that to come out as lets say 8 volts and make the fan spin slower....

This changes the input to the blower motor. It gives you low and medium speeds, high is 12 volts through the blower relay and straight to the motor.

Each of the coils has a diff resistance. When power has to run through both, thats low speed (very high resistance). When power goes through 1 resistor, thats medium (some resistance). When power bypasses the resistor, thats high (no resistance). The little coils can get red hot during opperation and have a tendancy to burn out. This is when you can get 1 or 2 speeds but not all of them.
