My door handle "flap" return spring feels week, like it does not return the flap into proper position. I looks like to fix this the door panel has to come off. Any tips on fixing this? The skin panel is already off.
2 ways to fix this. There is available a springy metal thing that pops under the flap that holds it in the up position. Can be done without removing the door panel. I pulled the handle in mine and replaced the spring itself which had broken. That requires pulling the panel.
Just like mako72 says,springclip under the handle or pull the door panel.Pulling the panel is easy but getting to the rear nut that holds the handle can be frustrating to say the least.
I fixed my driver's side handle with one of those springy things about 20 years ago and it has worked perfectly ever since. It takes about 3 seconds to install.
The spring in mine died last year, so instead of using the flap spring, I changed out the handle assembly. If you decide to go through that route, the best thing i can tell you is to be patient, take breaks if it's stressing you and buy a pair of the long nose needle nose pliers. they are worth their weight!. If you drop anything, take the window motor panel off and you can reach through that way...

Both of my outside door openers are hard to operate with just one hand.
The springs are ok. and the mechinisms have been removed and cleaned.
The paint guy who removed and reinstalled em said no lube...it would just attract dirt. But they are still hard to operate.
pretty much any of the supporting vendors should have them. i know i have seen them in more than one catalog... (Michael Waltrip, eat your heart out when it comes to pimping out sponsors!) lol
