I went through that on my '92. I thought the cable was broken, so I got my wife to lift on the corner of the hood that didn't come up as I pulled the hood latch. It finally released after a couple of tries. The cable wasn't broke, but was out of adjustment. Made the minor adjustments and everything works as it should.

Might try that, your helper doesn't have to pull up very hard. Just use a steady upward pressure.

Some of the vendors sell a tool for it-Vinnies87 has a document on how to make the tool-he sent it to be, but for some reason I couldn't open the file.

If my memory serves me right, in the space between the winshield and hood, there is an access hole about 1/2" in diameter on the left side of where the latch would be. You will have to stick at least a 6" screwdriver through there and feel around for where the cable attached to the latch. When you find it, pry it so that you pull the handle of the screwdriver towards the passenger side of the car. It won't take a lot of force but it won't be real easy either. It will take some patience, but at least you won't have to wait to get the tool.

If all else fails, do what I did:
I took the wheel and wheel well off, reached up with a chisel and pushed the latch open.

I have that 'tool', but I just don't have the ability to make it work

Take the surround off for the handle and you'll see the cables, see if you can open it by grabbing the cable on the right. If the cable is not broken that should get your hood open. Had to do that today myself.
