He more than likely fried his fuel pump if anything. They like to be kept in gas always keep 1/4 tank of gas in these cars if you can't afford to do that thjen don't drive it. The FPR is on the passenger side underneath the fuel rail. It has a vacuum line running from it to the intake.Put a fuel pressure gauge on the Schrader valve near where the vacuum line attaches and turn the key on it should go up around 40psi and hold the pressure. Then remove the vacuum line from the FPR and if gas comes out from the FPR through the line it is toast.
Thanks, actually he ran it out of gas while letting in run during storage in the Indiana winter. With gas back it in, it would no longer run - as I understand it.
Like I said first things first check for fuel pressure at the rail he needs to start his Corvette tool collection and a fuel pressure gauge is one of them. When you turn the key on the pump kicks in for about 3 sec to charge the rail and it should show pressure and hold it. He does not need to start it or even try to to do this test. He need to get a manual to replace the pump it is not hard to do (probably one of the few things on a Vette). If he has pressure at the rail then check the vacuum line. And as I said NEVER run a Vette out of gas the pump will over heat and burn up.
FPR is on the driver side of the fuel rail at rear of rail on my '95. vacuum line for it attaches to nipple on passenger side of intake manifold.
I don't see an FPR failure starving it for gas to create a no-start condition. A fuel pump failure would do that for sure, though. Usually an FPR failure just makes it run really rich at part-throttle, because the FPR is no longer regulating the pressure, so the injectors are subjected to higher than needed pressure vs demand and this creates the extra rich condition.

Gotta love, though, when you drop it off at dealer for some work with 5 bars left on the fuel display, then you pick it up next day and she's got two bars lit and is flashing the "reserve" warning at you Happened to me. My pump seems to have survived though. Only reason dealer got the job in the 1st place was she was still covered by GM Major Guard ext warranty and it req'd a dealer do the work.
