After looking at a lot of code meanings while searching for "my" C4, I think it means that at the time your car was built they had to include that code to keep something (related to the speedo in this case) from being assembled that was part of the "standard" build. Look at the other codes for axle ratio, tire size or other that might be unusual options to see if any are related. I've seen ojther "delete" codes in the past that makes one wonder why they were included at all.
