I have done a preliminary search here on headlight problems, but I'm not sure if this problem is the bushings or not.
My left headlight sometimes goes up or down ok, but sometimes it gets stuck. When it does not, I have to turn that ****, which is hard because it's stuck. After turning it a couple of turns, it gets easier to turn.
What could be causing this?
In this month's edition of Corvette Fever, a section was dedicated to and written about the exact problem you're experiencing. I suggest you purchase, borrow or locate a copy and read the section that deals with inoperable or faulty headlights.

P J - I would not turn any more *****. Headlight rotation is usually
99.9% a bushing problem. Simple fix if you have just a little mechanical know how. I have more pictures I can send you if you like of the procedure. vinterrv@aol.com. The CF article can walk you thru.
There is also instructions with the delrin bushings if you choose to purchase from one of the Corvette Supply house's.
No easy way out. Best to take them off and fix on the bench. A lot of us can help you thru this if you have a problem. Watch the motor and light harness wires, they get a little brittle with age, you should be OK.
